As Puerto Rico positions itself to be a leader in digital talent, the initiative also plays a critical role in supporting key industries, such as pharmaceuticals and biosciences, through targeted programs like BioInnovate.

Building a Competitive Workforce for the Digital Age

The 21st Century Techforce initiative was launched with a clear objective: to develop a competitive, highly skilled workforce that meets the demands of the 21st century. In response to the exponential growth of digital jobs and the global shortage of workers with digital skills, this initiative seeks to transform Puerto Rico into one of the top ten states or territories for digital talent. The ambitious goal is to add 50,000 highly qualified workers to the island’s workforce over the next decade. 

This initiative is not just about numbers; it’s about creating sustainable economic growth through strategic collaborations between the government, the education sector, and industry leaders. By implementing targeted programs and fostering partnerships, Puerto Rico is working daily to achieve this vision, one step at a time.

A significant new phase of the 21st Century Techforce initiative is BioInnovate, which focuses on the biosciences sector, including pharmaceuticals, biotechnology, and medical devices. With a $1.6 million allocation, BioInnovate aims to address the pressing need for a robust educational infrastructure that can rapidly train talent in these high-demand fields. By offering grants of up to $400,000, BioInnovate supports educational providers and employers in developing short-term credentialing and job training programs that align with industry needs. 

These programs are tailored for roles such as lab technicians, equipment mechanics, and operators, and they also cover advanced manufacturing operations, automation, research and development, and regulatory aspects critical to these industries. The initiative is a direct response to industry concerns about the lack of rapid training options, ensuring that Puerto Rico can maintain its competitive edge in the global biosciences market. 

Progress and Impact: A Promising Start 

Since its inception in April 2023, the 21st Century Techforce initiative has already made significant strides. Over $3 million has been disbursed to colleges and training providers, leading to the creation of short courses, apprenticeship programs, and stackable credential curricula. These efforts are designed to enable workers to access higher-paying positions even as they pursue traditional degrees or navigate interruptions in their education. 

To date, 800 individuals have been accepted into these programs, with 600 actively enrolled and 250 already graduating. Success stories include the rapid growth of training providers like Holberton, which has expanded to Ponce and Aguadilla, and Forte, a talent accelerator where approximately 30% of participants found employment within a month of graduation.

This strategic investment in human capital enhances the island’s global competitiveness, making Puerto Rico an increasingly attractive destination for investors who are seeking a dynamic, skilled, and forward-thinking environment to grow their businesses.
